I just installed a Athlon 1800, 128 SD ram, 32x lite on burner 40GB HD and a 4x AGP card, i plug all this stuff up brand new out the box but i cant even get the computer to turn on! ive checked everything, video, ram all the connections but nothing works. the only power i see is when i plug it in and hit the power button, i get a small surge but that lasts for not even a second HELP

What is your PSU brand & wattage? I think you should go read the PSU FAQ here. Also check if any components or loose wires are shorting the pc.

Your power supply might be broken.
Try another PSU, if possible. Or connect board with CPU & Cooler only to another PSU.

Really hard to respond without a detailled list of your components and the PSU specs.
Have you checked for possible shorts between the MOBO and the case? (Usual method is to remove MOBO from case and connect up just enough to be able to see if it POSTs.
Have you tried with a minimal setup (1 stick of memory, video card and 1 drive only)?

Make sure your cards are all fully pushed in. Try to reseat your CPU. Make sure you have the CMOS jumper in the right position too.

I had a similar problem. Turned out the cable from HDD to MBoard was faulty. Sounds simple.. check ALL your cables..
