Default CPU fan spin problem on Asrock N68 GS3 UCC

My N68 GS3 UCC is fitted with an Athlon II x3 460 with a stock cpu fan. Bios flashed to 1.40. I've set the bios to variable cpu fan speed but the fan spins at 2000 with the cpu between 32 and 42 and this doesn't change. Pushing the cpu temp higher makes no difference. Yesterday whilst I was checking the bios settings again and the OC tweaker readings both changed to 0rpm for the cpu fan. It was still running at the same speed mind! This morning it is back to 2000 in the bios and on the tweaker.

The noisy fan can be solved with a resistor - I'm on to that - and this pc is is only for general business use so no big loads on the cpu. But is the reading failure a symptom of a wider problem? Am I about t see the fan fail altogether? Or is there a bios tweak?

I've had the board for about 4 months.

Sorry - forgot to say board is running Windows 7 64 bit home premium.
