P55 Pro problem

Hi all,
I have strange problem with this board. Voltage on CPU and RAM is a little to high by default so my RAM and CPU overheats a little bit. I have bought new heatsink for CPU, and still temps are a little high. I have tested every component for itself, and all are ok. My CPU voltage goes by default on 1.30V and on other forums same CPU works between 1.10V - 1.15V. My RAM is by default on 1.615V and manufacturer claims that his RAM works on 1.5V. I'm thinking of buying new board, but I want to see all options and all sugestions with this one, so please leave your comments and ideas.

ASRock P55 Pro
MSI GTX 460 768 mb DDR5 cyclone edition
2x2Gb DDR3 Kingmax 1333 MHz
Corsair VX450w PSU
Samsung Spinpoint HD502HJ
Windows 7 Ulitmate x64 SP1

I tryed and no success, when I set voltage on 1.15-1.25v (tryed every setting) my PC won't boot. 1.25v is minimum voltage and I tryed OC to see will it have errors. Maximum clock is 3640 MHz, and 1 hour OCCT Linpack has passed without any errors. Funny thing is that temp. of CPU is same or a littlebit lower on clock than stock?!?!? RAM is ok, both dimms are ok, passing 3x memtest. This is in same time amusing and very sad. Bios is latest, but when I change any setup, and BIOS is doing restart, my PC has different boot (not reffering on welcome screen). sometimes it shuts down totally, then starts up like fresh start, sometimes just restart like operating restart swich, sometimes starts to restart then stucks few seconds on black screen and then post starts. Any other suggestions?

1st, i don't do intel. amd fanboy here.

your default cpu voltage is within the normal specification.

you might want to compare various monitoring software for temps.

you don't mention the actual temps your concerned with but as long as the board runs error free then all is good.

as far as the odd bios boot action, i have a asrock 990fx that behaves differently than other manufacturers boards but runs just fine. i wouldn't be concerned with that.
