Default Problems with the external USB 3 port on case. Maybe a mainboard problem?

I have a Z77 Extreme4 motherboard and a Corsair 550D case.
The cabinet has two usb 3.0 ports on the front panel I/O, but only one works.
I assume that the problem is not the I/O of the case, because I received not one, but TWO replacement.
So I've tried a total of three front panel I/O, and I have always same problem.
What are your suggestions? Can be a problem in Bios settings?
I've 2.0 UEFI and latest versions for all drivers.
